Is it a BLACK WIDOW Spider?

Mr Peter Wooldridge of Hatch Lane Old Basing found this spider, pictured, in his garage Friday, 9th May 08.   He watched the spider trap a queen wasp and then took the picture.  It looks like a 'Black Widow' and from it's description from the Wikipedia there is a great similarity. However, species do not normally come to the UK, so can this be a first?   The picture sent to Rick Bourne (our Nature Watch correspondent) for clarification.
